On fluctuating quotas

Many reports show that states are upping their quotas for resettling (Syrian) refugees:

Contrast with UNHCR’s 09.09.15 confirmed pledges (persons) received since 2013 for the resettlement and other forms of admissions for Syrian refugees.

A. Trevor Thrall makes the argument over in The Atlantic that resettlement is a “cheaper, and morally superior, alternative to Western military action in Syria.”
